Opened, but not unshackled: Decoding the lockdown guidelines

The government has extended the nationwide lockdown by two more weeks while opening most activities in green zones. However, a maze of regulations, restrictions on movement of people and unbridled powers to local administration mean a vast segment of economy will still be locked down, exacerbating the economic stress. ET decodes the guidelines.

Country Divided Into Three Zones

Red zones:130

Orange zones:284

Green zones: 319

Containment zones: Most sensitive areas within the red and orange zones

Activities still prohibited nationwide

1. Air, rail, metro, inter-state movement by road

2. Schools, colleges, training/coaching institutions, etc

3. Hospitality services, including hotels and restaurants

4. Places of large public gatherings

5. Cinema halls, malls, gymnasiums, sports complexes, etc

6. Social, political, cultural and other kinds of gatherings

7. Religious places/places of worship for public

New nationwide prohibitions irrespective of zones

1. Movement of individuals for all nonessentials between 7pm and 7am

2. Compulsory home stay for:

*Those over 65 years

*Those with co-morbidities

* Pregnant women

*Children below the age of 10 years

Goods traffic opened nationally irrespective of zones

* No separate pass needed for such movement

ZONE-WISE ACTIVITIES

#Containment zones

1. Only essentials and medical supplies, no movement

#Red zones

Prohibitions over and above nationwide ban

1. Cycle rickshaws and auto rickshaws

2. Taxis and cab aggregators

3. Intra-district and inter-district plying of buses

4. Barber shops, spas & salons

Permitted activities

These include all activities that were opened effective April 20 such as…

1. Industrial establishments in urban areas with access control

2. Manufacturing of essential goods, IT hardware and packaging

3. Construction activity where labour available in-situ

4. Standalone shops, neighbourhood shops and shops in residential complexes for both essentials and non-essentials

5. Ecommerce only for essential goods

6. Private offices with up to 33% strength

#Orange zones

In addition to all the activities allowed in red zones…

1. Taxis and cab aggregators with 1 passenger

2. Private vehicles for permitted activities only with passenger limits

3. Full range of ecommerce, liquor shops

#Green zones

1. All activities permitted except those prohibited nationally

2. Buses can operate with up to 50% seating capacity


Code of conduct


* Wearing face cover mandatory in all public/work places

* Social distancing at public places and transport

* No gathering of five or more people

* Aarogya Setu app mandatory for both public/private sector workers

Why economy will remain in lockdown:

1. Complex guidelines

District and police authorities may not be in sync with the Centre

2. District administrations have powers to curb

May allow only select activities from the ones permitted

3. People/labour movement still restrained

No public transport; inter-state road transport closed

4. Large portions of economy still locked

Travel, hospitality, recreation, malls closed even in green zones

5. Metros and most big cities in red zones

* Big share of India’s GDP in metros

* Most of them have rising Covid-19 cases

* They may remain locked down for longer
